The formation of the governmental climate agenda in the city of Curitiba, Paraná-Brazil

The objective of this paper is to analyze how the issue of climate change has been incorporated into the governmental agenda of Curitiba and transformed into a municipal public policy. Using a qualitative methodology, this paper developed a case study of Curitiba regarding the formation of its climate governmental agenda, employing Kingdon's Multiple Streams framework as a theoretical-analytical perspective. Bibliographic research and other secondary data were used as data collection instruments. The results indicate that in Curitiba, the issue of climate change transitions from a concern to a public problem when policymakers frame it as amenable to public policy (problem stream). Curitiba's municipal climate policy, established in 2020, resulted from local actions in response to the issue, a trajectory that began notably in 2009 with the Curitiba Forum on Climate Change (solution stream). Since then, political dynamics have favored changes in Curitiba's governmental agenda to address climate issues more effectively, involving strong influence from local political and governmental actors, and engaging in national and international partnerships and agreements to tackle climate change.
