Nonexistent master plans: what can be done to transform empty laws into effective projects for sustainable cities

Abstract

Master plans have become ineffective due to the lack of technical substance that takes into account concrete city data. These are merely formal plans, which can be summarized as a law without a basic urban project. This article poses the following problem: what conditions are necessary to achieve a master plan that is effectively capable of producing its effects in the design of sustainable cities? We work with the hypothesis that the benefits of a master plan are not obtained by the mere approval and legal validity of the law that establishes it. The general objective is to analyze the minimum conditions of effectiveness of the master plans for the effective project of sustainable cities. The article will be divided into two sections, each addressing a specific objective. The first investigates the material aspects that are indispensable to the content of master plans. The second objective analyzes the procedural aspects that are sufficient to bring smoothness and greater effectiveness to the planning and execution of master plans. This is a qualitative, bibliographic and documental research, carried out in the theoretical field by means of the deductive method. It was concluded that the unconstitutional state of affairs generated by merely formal master plans undermines the city's sustainability program and all other essential urban plans.
