A estrutura física das cidades encontra-se em constante evolução, cada vez mais fluida e aberta a transformações, deixando os núcleos urbanos preparados para responder e organizar as pressões que sofrem pela própria produção do espaço. No que diz respeito à dimensão temporal, o efêmero toma importância sobre como devemos utilizá-lo como uma alternativa para alcançar as transições urbanas, sem que se prenda a apenas uma solução. O estudo se apresenta como uma discussão da temática da ação urbanística tática como elemento intermediário entre o direito à cidade e a cidade cinética. Por meio de uma abordagem qualitativa, com caráter exploratório, se constrói um pensamento sobre as mudanças que ocorrem nas cidades ao longo do tempo, o poder de transformação que os indivíduos possuem em planejar e criá-la, trazendo para reflexão a reafirmação do direito à mesma. Dotado de uma lógica “local”, o urbanismo tático ou efêmero, responde às necessidades dos cidadãos vinculados à onde vivem, dinamizando os conceitos do direito à cidade, e tenta aproximar as percepções espaciais com as relações sociais.

Abstract

The physical structure of the cities is in constant evolution, increasingly fluid and open to transformations, with the urban nuclei being prepared to respond and organize the pressures they suffer from the very
production of space. Regarding the temporal dimension, the ephemeral takes importance on how we should use in a temporal way an alternative to achieve the urban transitions, without being stuck to only
one solution. The study presents itself as a discussion of the theme of tactical urbanistic action as an intermediary element between the right to the city and the kinetic city. Through a qualitative approach,
with an exploratory character, it builds a thought about the changes that occur in cities over time, the transformation power that individuals have in planning and creating it, bringing to reflection the
reaffirmation of the right to the city. It is concluded that the transformations on the urban reflect the city as kinetic, in constant change and movement, highlighting the role of tactical urbanism. Endowed with a
"local" logic, tactical or ephemeral urbanism responds to the needs of citizens linked to where they live, dynamizing the concepts of the right to the city, and tries to approximate the transformation of urban
space with ephemeral interventions.
