Resumo
O estudo analisa o fenômeno urbanístico como manifestação da cidadania e discute as cidades inteligentes com base na atual problemática de locomoção e na expansão de economias compartilhadas, responsáveis por contribuir na democratização do acesso às estruturas urbanas sociais via meios de locomoção coletivizados. O conceito de cidadania será trabalhado considerando-se o acesso à cidade como exercício regular de direito e, sobretudo, acesso comunitário às oportunidades que as estruturas urbanas oportunizam aos cidadãos. Será discutida a correlação dessa vertente com o acesso à cidade e as possibilidades factíveis de corrigir as distorções da precária mobilidade hodierna mediante a construção das (cidades inteligentes), além do fomento progressivo das economias de compartilhamento através da empregabilidade tecnológica. A pesquisa será desenvolvida através do método hipotético-dedutivo, realizado mediante abordagem qualitativa. Para tanto, pauta-se o tema mediante aporte teórico bibliográfico e contribuições significativas de Henri Lefebvre, além de legislações correlatas com vistas ao amadurecimento do assunto. Conclui-se, diante da pesquisa, que as sociedades – em especial nas regiões metropolitanas – vivenciam um estágio de imobilidade urbana, caracterizada pela exaustão diária dos cidadãos ao deslocar-se e todas as dificuldades inerentes ao processo, fato que, acarreta, indubitavelmente, prejuízos ao exercício da cidadania por parte das comunidades.

Abstract
The study analyzes the urban phenomenon as a manifestation of citizenship and discusses smart cities based on the current problem of locomotion and the expansion of shared economies, responsible for contributing to the democratization of access to urban social structures via collectivized means of locomotion. The concept of citizenship will be worked on considering access to the city as a regular exercise of law and, above all, community access to the opportunities that urban structures provide citizens with. The correlation of this aspect with access to the city and the feasible possibilities of correcting the distortions of today's precarious mobility through the construction of smart cities will be discussed, in addition to the progressive promotion of sharing economies through technological employability. The research will be developed through the hypothetical-deductive method, carried out through a qualitative approach. Therefore, the theme is guided by a theoretical bibliographic contribution and significant contributions by Henri Lefebvre, in addition to related legislation aimed at the maturation of the subject. It is concluded that societies - especially in metropolitan regions - experience a stage of urban immobility, characterized by the daily exhaustion of citizens in moving around and all the difficulties inherent in the process, a fact that, undoubtedly, brings damage to the exercise of citizenship by communities.
