Este trabalho busca revelar as origens da Lei n.º 9.966/2000, detectando os fundamentos constitucionais e os fatos que a motivaram, bem como compreender o Sistema de Atendimento à Emergências Ambientais causadas pelo vazamento de petróleo previsto nesta lei. Para tanto, analisa o art. 225 da Constituição da República e alguns princípios de Direito Ambiental. Em seguida, discorre sobre histórico da tramitação do Projeto de Lei n.º 2891/1992 e apresenta um panorama geral da Lei n.º 9.966/2000. Por fim, analisa o Sistema de Atendimento à Emergência previsto pela Lei n.º 9.966/2000 o qual é constituído pelo Plano de Emergência Individual, Plano de Área, Planos Locais e Regionais de Contingência e Plano Nacional de Contingência, apontando as principais características destes planos, a partir do conteúdo da legislação secundária que regulamenta a Lei n.º 9.966/2000.
