The plebiscite as an instrument of popular participation in Chile's post-redemocratization context

Chile's current constitution comes from a period in history when authoritarianism was very present, having been enacted under a military dictatorship following the 1973 coup. Redemocratization and constitutional reforms in recent years have led to the inclusion of the legal instrument of plebiscite as a form of popular participation in institutional decisions. The aim of this article is to analyse the extent to which Chile's Constitution and its reforms contribute to promoting popular participation and strengthening democracy in the post-redemocratization period. This is bibliographical and documentary research, based on the redalyc, scopus, scielo, and google academic databases, and Chilean legislation. It addresses the historical context of the drafting of the Chilean Constitution, its analysis and reforms and the plebiscite as an instrument of popular participation in Chile. The conclusion is that Chile's Constitution, despite having been built under an authoritarian regime, after the reforms, gives the population important decision-making power, even with considerable flaws, using popular consultation through plebiscites, in order to contribute to strengthening democracy.
