Políticas públicas y Covid-19: efectos del aislamiento social en los vínculos de las personas mayores en la Ciudad de Buenos Aires

Resumen
Frente al Aislamiento Social Preventivo y Obligatorio (ASPO) por el COVID, el Estado argentino implementó medidas dirigidas a grupos poblacionales en situación de mayor vulnerabilidad, especialmente personas mayores de 60 años y personas con discapacidad. Las políticas orientadas a las personas mayores durante el aislamiento estuvieron asociadas a dispositivos de carácter biopolítico para controlar a poblaciones por cuestiones sanitarias, desconociendo que el vínculo social establecido entre los individuos radica en la relación con el otro. Este artículo tiene como objetivo a nivel macro describir (mediante fuentes secundarias) las principales políticas de protección social a partir del ASPO en el país y en la Ciudad Autónoma de Buenos Aires referidas a previsión social, salud y cuidados para las personas de 60 años y más. A nivel micro (fuentes primarias) se analizan los resultados de una encuesta autoadministrada enviada en 2021 de manera virtual para conocer cómo transitaban las personas mayores residentes en la Ciudad el período de aislamiento social y qué modificaciones provocó en sus vidas cotidianas, especialmente teniendo en cuenta los vínculos y relaciones sociales. Los resultados muestran que las políticas encaradas fueron fragmentarias y evidencian vulnerabilidad, finitud y fragilidad entre las personas mayores que se acentuaron durante el encierro.

Abstract
Faced with the Preventive and Mandatory Social Isolation (ASPO) by COVID 19, Argentina carried out measures aimed at population groups with greater vulnerability, especially for people aged over 60 and people with disabilities. The policies aimed at the elderly during isolation were associated with control devices to certain populations for medical reasons, neglecting that social link established between persons lies in the relationship with the other. This article aims at a macro level to describe (through secondary sources) the main social protection policies based on the ASPO in Argentina and in the Buenos Aires City, referring to social security, health and care for people aged 60 and over. At the micro level, the results of a self-administered survey sent virtually in 2021 are analyzed to find out how old people in Buenos Aires City cross the period of social isolation and the changes it caused in their daily lives, taking into account the links and social relationships. The results show that policies undertaken were fragmented and point out vulnerability, finitude and fragility among the old people that were accentuated during confinement.
