Abstract

This article examines the reasons why Brazilian coalition presidentialism centralizes too much power in the Executive and why it does not establish transparent political relations. After studying the French semi-presidential regime and the main criticisms of the French community, the paper proposes the reform of the Brazilian system of government towards the adoption of a semi-presidential system. The dyarchy can contribute to stability and efficiency of the Government and to improve the dialogue between the Executive and Legislative powers.
