Abstract

The central objective of this paper is to shed light on the fundamental right to digital literacy as a projection of the constitutionalization of the digital technology environment. In light of this, we adopt a critical perspective regarding the theoretical proposal of digital constitutionalism. Also, the hypothesis of digital literacy is projected as one of the conditions of possibility for the exercise of citizenship while at the same time materializing the digital dimension of a fundamental right. For this purpose, this theoretical research uses a systematic literature review combined with documentary analysis in the normative provisions that make up the national digital education policy. Structured in three parts, the paper offers some critical considerations on digital constitutionalism; in the sequence, it presents the proposal of digital literacy and, finally, understands that civic education demands education in fundamental rights. At the end, the conclusion and list of references will be presented.
