RESUMEN
El mercado de bonos verdes ha evidenciado un desarrollo significativo a escala global durante los últimos años. Este proceso estuvo alentado tanto por el diseño e implementación de regulaciones específicas por parte de los decisores político-económicos nacionales como asimismo por el interés creciente de firmas y gobiernos de distintos niveles de acceder a financiamiento mediante estos instrumentos “temáticos”. Del mismo modo, este proceso estuvo incentivado por la demanda cada vez más sólida por parte de ciertos inversores interesados en posicionarse en instrumentos innovadores. La República Argentina no quedó marginada de estos desarrollos. El presente artículo se propone analizar el encuadre normativo y la dinámica del mercado de bonos verdes en la República Argentina entre 2019 y 2023. El estudio se articula sobre teorizaciones propias de la Economía Política Internacional (EPI) y de la Ecología Política. En términos de su diseño metodológico, el artículo recurre al análisis documental de las normativas sobre la problemática en ciernes y de las 37 emisiones de bonos verdes realizadas en el país entre 2019 y 2023.

ABSTRACT
The market for green bonds has undergone a significant development on a global scale over the past few years. This process has been driven both by the design and implementation of specific regulations by national political and economic decision-makers and by the growing interest of companies and governments at different levels to access financing through these "thematic" instruments. In addition to the supply conditions, this process was also driven by the demands of certain actors to invest in innovative instruments. Argentina has not been spared from these trends. The aim of this article is to analyze the regulatory framework and the dynamics of the green bond market in Argentina between 2019 and 2023. The study is based on theories from International Political Economy (IPE) and Political Ecology. In terms of its methodological design, the article employs a documentary analysis of the regulations governing the issue and of the 37 green bond issues carried out in the country between 2019 and 2023.
