O artigo analisa a evolução dos regimes internacionais sobre substâncias químicas e o movimento transfronteiriço de resíduos tóxicos. Dá destaque para as características e negociações e da Convenção de Basileia, na Conferência das Nações Unidas sobre Meio Ambiente e desenvolvimento - Rio 1992-, e as Conferências das Partes (COPs). Aponta participação de países desenvolvidos e do Brasil nestas negociações, assim como o resultado materializado na Emenda do Banimento.
ABSTRACT
This article analyses the development of international regimes about chemicals and the cross-border movement of hazardous waste. It foregrounds the features and negotiations of the Basel Convention, at the UN Conference on Environment and Development (the Earth Summit) in 1992, and at the Conferences of the Parties. It points to the participation of developed countries and Brazil in these negotiations and the outcomes materialised in the form of the Ban Amendment.
