Abstract

This article proposes historicizing the structure of public health services in Brazil in the twentieth century, analyzing its transformations and its political means, through the writings of the Anais das Conferências Nacionais de Saúde, particularly the 6th edition held in 1977. So, examines the projects presented during the event, their intentions and the medical theories that underlie their discussions, also dedicated to discussing the relevance of Conferências Nacionais for the health sector and its political and social functions. Thus, seeks to understand the health discussions spaces in Brazil in 1970 decade as political spaces of these issues in the context of the democratic opening and as an area of social action and search for expressions of opposition.
