Resumo

Neste artigo se busca analisar a persistência do patrimonialismo na administração pública brasileira, procurando demonstrar que a prevalência secular de uma sociedade estamental no Brasil estaria na base de grande parte das dificuldades de estabelecimento de processos de mudanças expressivas, já que ocorre uma interpenetração entre os interesses dos diversos agentes que constituem o grupo de poder que controla o aparelhamento estatal. Há, assim, uma cultura política patrimonial, ainda subjacente, que sustenta e mantém a ética do favor, o clientelismo e a corrupção. O patrimonialismo é responsável pelo fracasso das revoluções, pelo aniquilamento das demandas populares, pelo aborto das insurreições democráticas. É ele, o patrimonialismo, com suas redes de amizades, de tolerâncias, de favores e de compadrios o responsável pela permanente tomada do poder e do governo no Brasil. Sua superação, com o empoderamento da sociedade civil,  se apresenta como o caminho necessário para vencer os emperramentos cristalizados na vida política brasileira.

Abstract

This article seeks to analyze the persistence of patrimonialism in the Brazilian public administration, seeking to show that the prevalence for centuries of a stratified society in Brazil is at the root of a great part of the difficulties regarding the implementation of effective processes of social change, due to an intersection between the interests of the several agents that constitute the group in power, controlling the staffing of the State. There is, therefore, an underlying patrimonialistic political culture, that sustains and maintains the ethics of favor, clientelism and corruption. Patrimonialism  is responsible for the failure of revolutions, for the crushing of popular demands,  for the abortive results of democratic insurrections. It, patrimonialism, with its networks of friendship, of tolerance, of favors and of chumminess, is the factor to which the permanent occupation of power and government in Brazil is due.  The overcoming of patrimonialism, with the empowerment of civil society, is the necessary way to defeat the consolidated bindings in Brazilian political life.
