Resumo
Dois mil e quinhentos anos atrás, Sun Tzu afirmava, no clássico A Arte da Guerra: “A pior estratégia é atacar cidades. Ataque cidades unicamente quando não há alternativa. ” O presente mostra que, no futuro, as MOUT, Military Operations in Urban Terrain, vão constituir a opção fundamental para as forças terrestres. As observações realizadas desde o âmbito da estratégia militar são o objeto central do livro do Prof. Stephen Graham. O autor analisa a relação entre urbanismo, segurança e militarização focalizando nos casos paradigmáticos de Estados Unidos, Israel e Inglaterra, explorando a profunda interação e troca de experiências entre os dois primeiros países. Graham realiza uma análise de vários casos, entre os quais a relação do desenvolvimento do treinamento militar, utilizando tecnologias eletrônicas sofisticadas, com o crescimento do mercado de meios audiovisuais e de jogos de guerra on-line. A resenha observa criticamente o marco teórico do autor e suas conclusões e limitações, em um contexto que se caracteriza pela imprevisibilidade e dramaticidade de suas mudanças, tendo como pano de fundo um irreversível processo de urbanização mundial.

Abstract
Twenty-five hundred years ago, Sun Tzu says in the classic The Art of War: "The worst strategy is to attack cities. Attack cities only when there is no alternative." The present age shows that, in the future, MOUT, Military Operations in Urban Terrain, will be the main option for the ground forces. Observations from the point of view of military strategy are the central purpose of Prof. Stephen Graham´s book. The author analyzes the relationship between urban planning, security and militarization, focusing on the exemplary cases of the United States, Israel and England, and exploring the deep interaction and exchange of experiences between the first two countries. Graham performs an analysis of several paradigmatic cases. For example, on the relationship of the development of military training using sophisticated electronic technologies, with the growth of the audiovisual market and online war games, providing useful information. The review critically observes the theoretical framework of the author and its findings and limitations, in a context characterized by the unpredictability and drama of sudden changes, within the background of an irreversible global urbanization process.
