Resumo
O presente artigo tem por objetivo analisar a atuação da Agência Nacional de Saúde Suplementar na regulação do mercado de planos e seguros de saúde no Brasil, contextualizando-a no processo de regulamentação da saúde suplementar e estudando os efeitos dessa regulação sobre a efetividade do direito à saúde dos cidadãos. O trabalho se reveste, assim, de uma natureza interdisciplinar, mesclando a doutrina das agências reguladoras com a efetividade de um dos mais relevantes direitos fundamentais: o direito à saúde.

Abstract
The aim of this article is to analyze the action of the National Supplementary Health Agency to regulate medicare and private health insurance markets in Brazil in the context of the present process of regulation of Supplementary Health, studying its effects on the effectiveness of citizen's right to health. This work adopts an interdisciplinary perspective, mixing the doctrine of the regulatory agencies with the effectiveness of one of the most important human rights: the right to health.
