Abstract

The article aims to analyze the action of the engineer José Octacílio Saboya Ribeiro, mayor of São Luís of Maranhão between September 1936 and July 1937, in light of new modern specialties based on rationalizing engineering of public and private spaces. From this, the text revolves around the production of engineer – planner, exemplified by Postures Code of 1936 and the message sent to the Town Hall, containing the foundations for urban redesign of the city, in accordance with the modern scope of Vargas’s Era through urban redesigns, with the greater purpose the proposal of modern rationality.
