REFLECTIONS ON THE MASTER PLAN AS MANAGEMENT TOOL IN BRAZILIAN MUNICIPALITIES

The management of the urban environment is configured as a challenge, while the actions related to municipal planning should be realized by public administration. In Brazil, among the tools the municipal planning, the Federal Law of n.10.257, July 2001 is known as the City Statute, which has as one of its instruments the Master Plan. In this paper are presented reflections on the importance and effectiveness of the Master Plan, such as urban planning tool, aiming at sustainable cities and also the analysis of the Master Plan of Municipalities Union and Benedictines, Piauí. Also intended to identifying the guidelines for use and land use, urban infrastructure and housing, highlighting the legislation, plans or specific programs that have been created, for their execution.
