ANÁLISE ESPACIAL EXPLORATÓRIA DE POLÍTICAS PÚBLICAS PARA A PESCA ARTESANAL EM PERNAMBUCO, BRASIL

This research seeks to characterize the spatial distribution of the Closed Season Insurance (SD) and Chapéu de Palha (CP) programs in the municipalities of Pernambuco, Brazil, by analyzing their configuration and correlation to identify geographic patterns and coverage gaps. The exploratory and descriptive study relies on documentary research, using descriptive statistics and Exploratory Spatial Data Analysis (ESDA), with the Global and Local Univariate and Bivariate Moran's I indices. The results, based on the program data in relation to the General Register of Fishing Activity (RGP), reveal distinct spatial autocorrelation patterns between SD and CP. The Univariate Global Moran's I shows positive spatial autocorrelation for SD/RGP and CP/RGP, while the bivariate analysis indicates a negative spatial association between the two. The univariate local analyses identify significant High-High and Low-Low clusters in different regions: SD is stronger in the Sertão, while CP predominates in coastal areas. The bivariate analyses highlight overlapping areas, but also disparities in program coverage. The findings point to differences in the operationalization of both programs, underscoring the need for an integrated and complementary approach, as well as strategies to ensure equitable access for fishermen to the Programs.
