Abstract

This article ad dresses the conceptual evolution of the environment since the late 1960s, differentiating its interpretation in industrialized countries — focus e don pollution issues and technological approaches — and in developing countries, where socioeconomic and political approaches related to under development prevail. The article examines the genesis, expansion, and application of environmental impact assessments (EIAs), withem phasis on their development in the United States under NEPA (1970) and their early implementation in Brazil in projects funded by multilateral organizations. The study reviews the methodological foundations, technical limitations, and spatio temporal propagation of impacts, highlighting the need to establish effective quantification criteria and interpretive models. It also analyzes citizen participation as a tool for legitimizing and generating knowledge in the evaluation process. Various institutional and academic definitions are contrasted, highlighting EIA as a systematic planning instrument capable of integrating environmental variables into projects, programs, and policies, in favor of sustainability and socio-environmental well-being.
