Abstract

O presente estudo busca examina a presença de desequilíbrio fiscal do tipo vertical e horizontal no Brasil simultaneamente. Na literatura, Hettich e Winner (1986) utiliza um modelo simplificado de 3 setores para captar desequilíbrio fiscal vertical, o qual baseia-se o estudo que segue. O método de Redes Bayesianas foi utilizado para tal investigação. Os dados remetem-se a todas as esferas de governo (União, estados e municípios), abrangendo o período de 2000 a 2017, e foram extraídos da STN. Os resultados sugerem desequilíbrios do tipo horizontal.
