About the Journal
Focus and Scope
Revista Publicum (hereafter, Publicum) is an academic journal associated with the Public Law Graduate Program from the Universidade do Estado do Rio de Janeiro (State University of Rio de Janeiro). The journal’s objective is to publish advanced scientific papers, reviews and unpublished translations of national and foreign researchers inserted in the following thematic axes: Constitutional Theory, Human Rights Law, Constitutional Philosophy, Administrative Law and Economic Law. The journal is also open to the publication of studies of Political Science, Sociology of Law and Anthropology, since they relate directly or indirectly to the thematic domains that integrate the editorial profile.
Editorial line: covers all legal fields, notably those related to Constitutional Theory, Human Rights Law, Constitutional Philosophy, Administrative Law and Economic Law. The goal is to encourage dialogue between different areas of knowledge.
Peer Review Process
Publicum is permanently open to the submission of scientific papers, translations, reviews and other legal work, upon the filing of an online form.
The evaluation of the works submitted to Publicum must meet the policy, guidelines and process herein indicated in the topics below.
As a basic policy for the evaluation of scientific articles, Publicum follows the double blind peer review system. In this way, it seeks to guarantee the quality of the works to be published, avoiding external factors to influence its publication. There are three phases to the process:
- Technical Stage: checking of the Guidelines for Authors and the Conditions for Publication, as well as guaranteeing novelty and blind review;
- Double Blind Peer Review; and
- Editorial Decision: final and unappealable decision of the Scientific Committee, considering technical and scientific aspects.
Bibliographical reviews and jurisprudential comments will be submitted to a simplified evaluation process, either directly by the Scientific Committee or by the appointment of an ad hoc referee.
Exceptionally, authors may be invited to write or authorize the translation of papers for the journal. It is the responsibility of the Chief-Editor of the journal to make such invitations, taking into account the focus and scope of the publication, as well as the relevance of the work to be presented.Publication Frequency
Publicum organizes its editions in annual volumes, subdivided in two biannual numbers, published regularly at the half and at the end of each year, without prejudice of special or commemorative publications.
Open Access Policy
Publicum offers free access to its content, following the principle that providing free scientific knowledge to the public provides greater global democratization of knowledge.
Statement of Ethics and Good Editorial Practices
The journal is governed by the Code of Conduct for Journal Publishers issued by COPE - Committee on Publication Ethics, as well as by the guidelines of CNPQ - National Council for Scientific and Technological Development. Thus, it maintains updated norms for submission and evaluation of papers, granting the utmost possible transparency to the process of work selection carried out at each edition. On the other hand, the journal protects the identity of the reviewers in order to ensure that they act independently, as guided by COPE's and CNPQ's Codes of Conduct.
The relationship with the authors during the evaluation process is guided by two basic rules, in view of the general requirement for novelty of the papers submitted to the journal: i) authors commit themselves to the originality of the paper presented indicating if they are submitting it, in parallel, to other journals; ii) Publicum guarantees the confidentiality of the material sent.
The authors acknowledge that the submission of papers are done for the purpose of mere scientific collaboration and do not imply payment under any sort.
