VERIFICAÇÃO DE INCOERÊNCIAS NO QUALIS-PERIÓDICOS DA CAPES: ANÁLISES DENTRO DA ÁREA DA PSICOLOGIA E ENTRE ÁREAS AFINS

Resumo: No Brasil, os programas de pós-graduação (PPGs) recebem notas da CAPES – Coordenação de Aperfeiçoamento de Pessoal de Nível Superior – a cada quadriênio. Entre os critérios de avaliação, destaca-se a estratificação dos artigos publicados pelos PPGs. Estas estratificações são realizadas dentro de cada área. Como recursos públicos são alocados em função destas notas, é imperioso que os critérios de estratificação permitam comparações entre áreas. Assim, são objetivos deste artigo: 1) Verificar se a estratificação  (2013-2016) dos periódicos da subárea da Psicologia (fisiológica-experimental) cumpriu a recomendação geral de internacionalização/interdisciplinaridade; 2) Comparar a estratificação  atribuída à Psicologia-Fisiológica-Experimental com aquelas obtidas em  subáreas que tratam do mesmo tema catalogadas em áreas diferentes (Biologia e Medicina); 3) Verificar  contradições internas na estratificação dentro da subárea da Psicologia-Fisiológica-Experimental. Foram utilizados indexadores de impacto internacionais (Clarivate-JCR e Scopus-SJR), base PsycInfo e a listagem de periódicos dos PPGs da Psicologia. A mediana do Fator de Impacto no estrato A1 da Psicologia-Fisiológica-Experimental ficou entre 0,000 e 2,000, muito abaixo do que acontece nas áreas afins (>3,000). Resultados similares nos estratos A2 e B1. Considerando periódicos iguais abordando temas comuns, foram encontradas estratificações discrepantes entre a Psicologia-Fisiológica-Experimental e as subáreas afins na Biologia e Medicina. Contradições internas foram identificadas, pois periódicos com impacto maior foram rebaixados e vice-versa. Conclusões: Interdisciplinaridade e internacionalização não foram alcançadas; o comitê-assessor da área de Psicologia não utiliza indexadores internacionalmente aceitos, privilegiando a quantidade em detrimento da qualidade; a listagem dos PPGs da área inclui periódicos de baixo impacto; outros PPGs que acolham psicólogos deveriam ser incluídos visando aprimoramento da lista e dos critérios de estratificação.

Abstract: In Brazil, the postgraduate programs (PPGs) are rated by CAPES – Coordination of Superior Level Staff Improvement – every 4 years. Among the criteria to rate the PPGs, the stratification of the published articles is essential.  These stratifications are performed within each area. As public resources are based on these ratings, there is a need to verify if the stratification criteria are comparable among different areas. Thus, the objectives of this article are: 1) To verify if the stratification (2013-2016) of the periodicals in a sub-area of Psychology (physiological-experimental) fulfilled the recommendation of internationalization /interdisciplinarity; 2) To compare the stratification in Psychology-Physiological-Experimental subarea (PPEsa) with those in  other sub-areas that deal with the same theme (Biology and Medicine; 3) To study  internal consistency  in stratification within the PPEsa. International impact indexes (Clarivate-JCR and Scopus-SJR), PsycInfo database, and the periodicals listed by the Psychology PPGs were used. The median Impact Factor in stratum A1 of PPEsa was between 0.000 and 2,000, far below from those in related sub-areas (> 3,000). Similar results were found in strata A2 and B1. Discrepant stratifications were found when the same journals addressing common themes are compared across the sub-areas. Within the PPEsa, there was no correlation between the impact factors and the stratification ratings. Conclusions: Interdisciplinarity and internationalization were not achieved; the advisory committee of the Psychology area does not use internationally accepted indexers, privileging quantity over quality; the list generated by PPGs (Psychology) includes low impact journals; other PPGs including more psychologists should improve the quality of both the list and the stratification criteria.
