Abstract

This paper examines the Universidade Para Todos Program – PROUNI, proposed as an official politic of democratization for access to the higher education by Lula’s government and how its implementations has been happening in this country, especially in Ceará. We face this program as part of the back reform from higher education that has been happening in a fragmented way, causing fast changes at the universities. Trying to consider in this research the social totality that this object is inserted, we try to analyze it under the context of Brazilian State reform, developed strongly from 1995 on, as one of the strategies of overcome the capital hard crises faced since the decade of 1970. The program is a scheme used to benefit the privatization by the tax-free, while it creates obstacles to the public university expansion, which identity has been shacked because of the break of the tripod teaching-research-extension.
