O USO DA PROMOÇÃO DA SAÚDE E A INTERSETORIALIDADE: TENTATIVAS HISTÓRICAS DE INTEGRAR AS POLÍTICAS DE SAÚDE E EDUCAÇÃO

A Promoção da Saúde é considerada uma importante estratégia para a superação do desenvolvimento de ações meramente curativas e individuais direcionadas à saúde, as quais são características do modelo biomédico. A mesma propõe o desenvolvimento de ações assistenciais, preventivas e promocionais à saúde. Entretanto, essa proposta reflete inúmeros empecilhos, dentre eles destaca-se a materialização de ações intersetoriais entre as áreas de educação e saúde. O presente artigo é produto de uma investigação do Setor de Estudos e Pesquisas em Saúde e Serviço Social da Universidade Federal da Paraíba e objetiva pôr em relevo tal problemática, considerando a relevância dessas duas áreas e as incursões históricas do Estado brasileiro em promover a saúde escolar. Dentre os achados mais relevantes percebeu-se que a Promoção da Saúde representa um importante mecanismo de enfrentamento, pois propõe ações que envolvem os aspectos da prevenção, promoção e atenção. Entretanto, apesar de possuir um caráter que vai de encontro ao reducionismo característico do modelo biomédico, ela conta com inúmeros empecilhos, a começar pelas dificuldades de empreender uma prática com articulação intersetorial dentro de um sistema que não favorece nada que não corrobore com sua sustentação.

Abstract: The Promotion of the Health is considered an important strategy for the overcoming of the development of curatives and individual actions mere directed to the health, which are characteristic of the biomedical model. The same one considers the development of care activities, preventive and promotional actions to the health. However, this proposal reflects innumerable obstacles, amongst them it is distinguished materialization of intersectoral actions between the education areas and health. The present article is product of an inquiry of the Sector of Studies and Research in Health and Social Service of the Federal University of the Paraíba and objective to put in relief such problematic one, considering the relevance of these two areas and the historical incursions of the Brazilian state in promoting the health pertaining to school. Amongst the findings most excellent it was perceived that the Promotion of the Health represents an important mechanism of confrontation, therefore considers actions that involve the aspects of the prevention, promotion and attention. However, although to possess a character that goes of meeting to the characteristic reductionism of the biomedical model, it it counts on innumerable obstacle, to start for the difficulties to inside undertake one practical one with intersectoral joint of a system that does not favor nothing that it does not corroborate with its sustentation
