Coerção como racionalidade: a construção discursiva da punição econômica na política externa de Donald Trump | Coercion as rationality: the discursive construction of economic punishment in Donald Trump's foreign policy

Este artigo analisa o discurso de Donald Trump sobre sanções e taxações econômicas a partir de uma perspectiva pós-estruturalista, examinando como práticas punitivas são construídas como respostas legítimas e recorrentes na política externa dos Estados Unidos. Argumenta-se que tais práticas não operam apenas como respostas pontuais, mas como parte de uma racionalidade discursiva que estrutura expectativas acerca de comportamentos e respostas consideradas aceitáveis no sistema internacional. Com base na análise de pronunciamentos públicos e postagens em plataformas digitais, identificam-se três operações discursivas centrais: a construção de cadeias causais entre ação e resposta; a despolitização da decisão, através da qual medidas coercitivas são apresentadas como respostas naturais ou evidentes diante de determinadas condutas; e a difusão do alcance disciplinar, que amplia o campo de endereçamento do discurso para além dos alvos imediatos. Sustenta-se que esse conjunto de operações contribui para a normalização da coerção econômica como prática ordinária das relações internacionais.
