The main objective of this article is to understand and analyze the role played by the participatory agenda within ASEAN, with an analysis focused on two mechanisms: the ASEAN People’s Assembly (APA) and the ASEAN Civil Society Conference (ACSC). To achieve this objective, the methodology used is the Case Study, and as research techniques, we resort to documentary analysis, content analysis and bibliographic review of the specialized literature. We were able to verify that despite a growing rhetorical concern regarding the participation of civil society in the aftermath of the Asian financial crisis of 1997, Southeast Asian regionalism has a number of challenges in relation to the participatory agenda, such as a low institutionalization of participatory instruments, rigid rules for participation and opposition from authoritarian countries in relation to the possibility of greater dialogue between governmental and non-state actors.
