The article aims to understand the autonomist interpretation of the role of public opinion and the communications system within a national development project. Drawing on autonomist authors and media studies scholars, it seeks to identify the sociological position of the media and public opinion within an autonomist analysis of the international system. In this regard, it is understood that the implicit concept of public opinion in autonomist thought reflects a “skeptical republican” perspective, and thus, we theorize the possible impacts of the communications system on the autonomist strategy for overcoming dependency. Based on a specialized bibliographical review, the study also seeks to identify the threats and weaknesses inherent in an oligopolized and elite-oriented media. Finally, the article concludes by emphasizing the necessity of strategic planning for a communications system in peripheral countries that are striving to overcome dependency and resist hegemonic influences.
