A “nova onda de regionalismo”: uma reflexão sobre a agenda brasileira / The “new of regionalism”: a thought about the Brazilian agenda

O artigo analisa a “nova onda de regionalismo” e compara o tema das cadeias produtivas com as demandas por harmonização das políticas domésticas no final dos anos 80 que levou à introdução dos novos temas nas negociações comerciais. É defendida a proposta que a realização de acordos amplos de comércio para assegurar a participação do Brasil nas cadeias globais deve ser pensada a partir dos objetivos da política comercial e industrial do país, em que o tema da formação de cadeias regionais merece ser revisto.
ABSTRACT
The article analyses the “new wave of regionalism” and compares the productive chains issue with the demands for harmonisation of domestic policies in the end of the 1980s, that led to the inclusion of new subjects at trade negotiations. The article defends the proposition that the achievement of broad-based trade agreements in order to ensure Brazil’s participation on global chains ought to be organised according to the goals of Brazilian commercial and industrial policy, in which the formation of regional productive chain should be revised.
