Uma análise da Doutrina Bush após 10 anos do Onze de Setembro / An analysis of the Bush Doctrine ten years after 9/11

Após dez anos dos ataques à Nova York e Washington, é chegado o momento de promover um balanço sobre as principais mudanças ocorridas na política externa norte-americana desde então. Devido à centralidade que a “Nova Estratégia de Segurança Nacional”, também conhecida como Doutrina Bush, assumiu na reorientação da agenda internacional, sobretudo devido à política de segurança norte-americana promovida sob o manto da “Guerra ao Terror”, optamos por encaminhar o presente no sentido de identificar as principais inovações articuladas pela nova doutrina. Compreender o que a estratégia de 2002 trouxe de novo às relações internacionais significa, também, compreender a reorientação estratégica promovida pelos Estados Unidos nesses últimos dez anos. Em especial, trata-se de entender as lógicas que articularam noções como “guerra de prevenção”, “diplomacia de transformação”, “guerra sem fim” etc., que levaram o hegemon a seguir um comportamento de revisor do status quo mundial.
ABSTRACT
Ten years since the attacks on New York and Washington, it is time to weigh up the main changes seen in America’s foreign policy since then. Due to the centrality of the new “National Security Strategy”, also known as the Bush Doctrine, in the reorientation of the international agenda, especially due to the US security policy under the War on Terror, we have opted to address the issue by identifying the main innovations articulated by the new doctrine. Understanding what novelties the 2002 strategy brought to international relations also means understanding the strategic reorientation led by the United States in the last ten years. In particular, priority is given to understanding the rationale behind notions such as “preemptive war, “transformational diplomacy”, “war without end”, etc., which led the hegemon to adopt a stance of reviewing the global status quo.
