A política externa brasileira é grosso modo marcada pela continuidade. A predominância por muitos anos de um paradigma baseado em um conjunto de crenças caracterizou historicamente a tendência à convergência de pensamentos o interior do Ministério de Relações Exteriores (Itamaraty). No entanto, nos marcos desde pano de fundo comum, a partir dos anos 1990 desenvolveram-se no Itamaraty duas correntes de pensamento visões de mundo, com estratégias de inserção internacional e entendimento dos interesses nacionais diferentes: os institucionalistas pragmáticos e os autonomistas.
ABSTRACT
Brazil’s foreign policy is largely marked by continuity. The predominance for many years of a paradigm based on a set of beliefs historically marked the trend for converging thinking within the Ministry for Foreign Affairs (Itamaraty). However, within this common framework, the 1990s saw the development of two world views inside Itamaraty, with different international strategies and perceptions of the nation’s interests: the pragmatic institutionalists and the autonomists.
