Actualmente, la cooperación Sur-Sur se torna tema central en la agenda de los países en desarrollo. A través de ella se busca la interacción entre nuestros países con vistas a subsanar, con recursos propios, muchos problemas comunes, en contraposición a la cooperación clásica (Norte-Sur) que nos ha traído más dolores de cabezas que soluciones. Los países en desarrollo están viendo la necesidad de construir alianzas más poderosas y compartir las habilidades necesarias para participar y negociar de manera más efectiva en los procesos multilaterales para que sus propios intereses no sigan relegándose. Por esto, debido a la importancia que este tema reviste no sólo para los gobiernos, sino también para las sociedades nuestros países, en este artículo nos proponemos echar un poco de luz sobre la temática. De esta forma, veremos qué es el Sur, las distintas interpretaciones o modelos de cooperación Sur-Sur, y finalmente, las características que adopta en Argentina y Brasil.
ABSTRACT
Today, South-South cooperation is a central topic on the agenda of developing countries. It is designed to promote interaction between our countries with a view to resolving many common problems using own resources, as opposed to classic cooperation (North-South), which brought us more headaches than solutions. Developing countries are seeing the need to build more powerful alliances and share the skills needed to participate and negotiate effectively in multilateral processes so that their own interests do not continue to be overlooked. For this reason, in view of the importance of the topic not only to governments but also to the societies of our countries, in this article we propose to cast some light on the topic. We shall see what the South is, the different interpretations of or models for South-South cooperation, and finally the characteristics adopted by Argentina and Brazil.
