La cooperación Sur-Sur de Brasil: ¿Instrumento de política exterior y/o manifestación de solidaridad internacional? / Brazil and South-South cooperation: a foreign policy instrument and/or a manifestation of international solidarity?

Treinta años después de la adopción del Plan de Acción de Buenos Aires y de la elaboración del concepto de Cooperación Técnica entre Países en Desarrollo, Brasil se ha convertido en uno de los agentes más activos de la llamada Cooperación Sur-Sur. El discurso oficial, así como la doctrina producida por especialistas y por los informes de organizaciones internacionales, destacan que el país ni es ni tiene pretensión de convertirse em un gran donante de recursos financieros en la materia. La gran contribución brasileña, según ellos, sería la transferencia de soluciones innovadoras para el desarrollo en una amplia gama de sectores y el compromiso con nuevas modalidades de cooperación que involucran a donantes tradicionales - países del Norte y organizaciones internacionales - u otros países em desarrollo a favor de terceros, como es el caso de las iniciativas surgidas en el ámbito del Foro de Diálogo India-Brasil-Sudáfrica. El objetivo de este artículo es trazar un perfil histórico y actual sobre la CSS brasileña, señalando sus contribuciones y desafíos.
ABSTRACT
Thirty years after the adoption of the Buenos Aires Plan of Action and the design of the concept of “technical cooperation among developing countries”, Brazil has become one of the most active players in what is known as South-South cooperation. Its official discourse, as expressed in the doctrine produced by specialists and information provided by international organisations, stresses that Brazil is not and has no intention of becoming a large-scale donor of financial resources in this respect. Brazil’s great contribution, according to these sources, is the transfer of novel solutions for development in a broad array of sectors, and a commitment to new modes of cooperation that involve traditional donors – countries from the global North and international organisations – or other developing countries for the benefit of third parties, as is the case in the initiatives pursued within the ambit of the India-Brazil-South Africa Dialogue Forum. The aim of this article is to profile Brazil’s South-South cooperation approach from its origins to the present day, pointing out its contributions and challenges.
