Sobre a Neutralidade Irlandesa e o Tratado de Lisboa / On irish neutrality and the Lisbon Treaty

A Irlanda aderiu à então Comunidade Europeia (CE) em 1973, no quadro do primeiro alargamento da história desta organização internacional sui generis. Nessa altura a política externa e de segurança do país já estava impregnada por uma tradição e experiência de neutralidade militar alimentada, desde a sua origem, por um sentimento intrinsecamente ligado à luta pela conquista e manutenção da independência face ao Reino Unido. Remontando às origens da neutralidade da Irlanda, este artigo procura dilucidar o nexo entre o ‘Não’ irlandês ao Tratado de Lisboa, no âmbito do referendo nacional realizado em junho de 2008, e a tradição de neutralidade militar que tem pautado a política externa e de segurança desse Estado, constituindo também um elemento intrínseco da identidade nacional irlandesa.
ABSTRACT
Ireland joined the European Community in 1973, in the first expansion in the history of this sui generis international organisation. At the time, the country’s foreign and security policy was already impregnated by a tradition and experience of military neutrality, nurtured from its origins by a sentiment intrinsically linked to the struggle to gain and maintain independence from the United Kingdom. Looking back at the origins of Irish neutrality, this article seeks to elucidate the link between Ireland’s “no” to the Lisbon Treaty after the national referendum held in June 2008, and the tradition of military neutrality that has underpinned the foreign and security policy of this state, also constituting an intrinsic element of Irish national identity.
