Professor da Escola Nacional de Administração Pública, vinculada à Universidade do Quebec, em Montréal, Stéphane Paquin lançou, em 2016, o manual de Economia Política Internacional que é objeto desta resenha. Além de uma preocupação didática relacionada à disponibilidade tanto de um amplo conteúdo quanto de um conjunto de exercícios ao final de cada capítulo, o autor mobiliza o contexto histórico e o debate público como elementos estruturantes do seu trabalho. Inicia, pois, a sua incursão sobre os temas de EPI com base numa indagação a respeito do impacto da crise financeira de 2008 no pensamento econômico. Sugere a discussão de novas agendas, como a ambiental e a de gênero. Nesse sentido, alude ao fato de que a primeira tem melhor entrada no debate econômico que a última, demonstrando certo desconhecimento do campo de economia política feminista. Da mesma forma, os debates sobre racialidade são deixados de fora, embora sejam relevantes às análises sobre o impacto econômico de processos imigratórios e das dinâmicas bio-necro-políticas cada vez mais evidentes nos territórios.
ABSTRACT
Professor at the National School of Public Administration, linked to the University of Quebec in Montréal, Stéphane Paquin launched in 2016 the manual of International Political Economy which is the subject of this review. In addition to a didactic concern related to the availability of both a broad content and a set of exercises at the end of each chapter, the author mobilizes the historical context and the public debate as structuring elements of his work. He begins his foray into the issues of IPE based on an inquiry concerning the impact of the financial crisis of 2008 on economic thinking. Also, he suggests the discussion of new agendas such as environmental and gender. In this regard, he alludes to the fact that the former has a better entrance into the economic debate than the latter, demonstrating a certain lack of knowledge of the field of feminist political economy. Likewise, racial issues are left out, although they are most relevant to any analyses of the economic impact of immigration processes and the increasingly obvious bio-necro-political dynamics in the territories.
