Neste artigo apresento um novo conceito de memória institucional e seus possíveis usos em pesquisas sobre segurança internacional, economia global e direitos humanos. Essas memórias são definidas como lembranças geracionais que ficaram marcadas na consciência de atores que viveram episódios públicos importantes, principalmente conjunções críticas que modificaram as relações políticas e econômicas preexistentes de maneira significativa e duradoura. A memória é perecível, o que significa que ela gera retornos decrescentes em sequências históricas, mas influencia o comportamento dos agentes antes mesmo do desenvolvimento pleno de novas instituições. Ao longo do processo de institucionalização ou internalização de normas, e ainda como um momento de reflexão deliberativa sujeita a mudanças, a memória institucional se situa entre as escolhas baseadas puramente nas preferências individuais e as decisões determinadas por regras já consolidadas.
ABSTRACT
In this paper, I introduce a new concept of institutional memory and its possible uses in research about international security, global economics and human rights. These memories are defined as generational reminiscence that were marked in the perception of the actors who lived important public episodes, especially conjunctions critical, that modified significantly and sustainably the existing political and economic relations. Memory is perishable, it generates decreasing returns on historical sequences, but it influences the behavior of the agents even before the whole development of new institutions. Throughout the process of institutionalization and internalization of norms, as well as a moment of deliberate reflection available to change, institutional memory is between the choices purely based on individual preferences and decisions determined by already established rules.
