Desde hace más de cincuenta años, los estudios de política exterior y los estudios sobre cooperación al desarrollo permanecen como dos campos disociados. Realizando una revisión de la literatura de las relaciones internacionales sobre las grandes potencias y potencias intermedias, este artículo plantea que es posible identificar cuatro perspectivas de relevancia a partir de las que se podría inferir o enhebrar asociaciones entre la política exterior y la cooperación al desarrollo: las perspectivas instrumental, interaccionista-normativa, narrativa y pluralista-subestatal. Como las nociones aquí escogidas tienen un carácter amplio y general, el objetivo es no declarar resuelta ninguna cuestión desde el punto de vista de la interpretación, sugiriendo transitorias conexiones mas que relaciones causales definitivas.
ABSTRACT
Since more than fifty years, both the Foreign policy and the Development Cooperation Studies still continue dissociated. Based on a comprehensive review of the IR literature on great and intermediate powers, this article identifies four relevant theoretical perspectives that can be useful in order to establish links between the foreign policy and the development cooperation policy: the instrumental, the normative interactionism, the narrative and the subnational pluralistic perspectives. Since it can be argued that the notions provided by the IR mainstream are broad and general, the aim of this article is not to resolve the problem of interpretation, but to suggest transitory connections rather than any casual and definitive relation.
