La Cumbre América del Sur – Países Árabes (ASPA), representa un mecanismo de cooperación birregional que se organiza también en un foro de coordinación política; que incluye hoy 34 países; y que fue inicialmente concebida en 2003 por sugerencia del presidente brasileño Lula da Silva. Desde entonces, los países árabes y sudamericanos buscan estrechar los lazos en varias áreas. Hay, en ese sentido, una gran cantidad de temas para tratar en las Cumbres ASPA, muchos muy polémicos y otros en los cuales la cooperación puede llevarse a cabo sin mayores dificultades. Sin embargo, acontecimientos recientes han demostrado que hay frenos al proceso de cooperación bilateral establecido por la Cumbre ASPA. Esto es lo que se mostrará en este artículo.
ABSTRACT
The Summit of South American–Arab Countries (ASPA) is a bi-regional cooperation mechanism that is also organised as a forum for political coordination, which today has 24 countries. It was first conceived in 2003 on the initiative of Brazilian president Lula da Silva. Since then, Arab and South American countries have sought to forge closer ties in different areas. In this sense, there are a great number of topics to be discussed at the ASPA summits, many of which are very controversial, while in others cooperation can be pursued fairly straight forwardly. Nonetheless, recent events show that the bilateral cooperation process initiated by the ASPA summits has started to slow down. This is what this article will show.
