América do Sul: prioridade da Política Externa Brasileira / South America: the priority of Brazilian Foreign Policy

O artigo apresenta a evolução do paradigma da integração sul-americana, destacando alguns fatores surgidos no final do século XX que influenciaram o modelo de projeção internacional dos países da região. Faz uma análise histórica da integração do Brasil com a América do Sul, e destaca a importância do paradigma integracionista para a Política Externa Brasileira. Ressalta fatores que favorecem a integração - como geografia, riquezas naturais, homogeneidade cultural e linguística etc. -, bem como examina seus desafios. Aborda questões da sociedade civil com relação ao processo de integração regional e explica o paradigma de integração para o desenvolvimento.
ABSTRACT
The article presents the evolution of regional integration paradigm in South America, highlighting key factors that emerged by the end of the 20th century and that had great influence on the international projection of the South-American countries. The author provides an historical analysis about the Brazilian integration with South America and underscores the importance of the integrationist paradigm to Brazilian Foreign Policy. The article also highlights the elements that facilitate integration - such as geography, natural resources, cultural and linguistic homogeneity, etc. -, as well as examines the challenges faced. The author addresses civil society issues regarding the regional integration process and explains the Brazilian paradigm of development through integration.
