repensando inovação, defesa costeira e credibilidade na Guiana

Resumo

Este ensaio explora a intersecção entre demandas sociomateriais e éticas que engenheiros enfrentam ao adaptar defesas costeiras às mudanças climáticas na Guiana. O enfoque está nas tensões na adaptação climática que possibilitam a teorização da inovação como um tema central das contramodernidades no Antropoceno. Com base em trabalho de campo etnográfico, histórias orais e pesquisa arquivística, mostro que a tomada de decisão dos engenheiros sobre inovar ou não nas defesas costeiras é algo complexo, atrelado a processos de erosão e à ins/estabilidade ontológica de infraestruturas específicas conhecidas como espigões. Para lidar com isso, os engenheiros produzem o que chamo de “narrativas de inovação” para descrever como os obstáculos à adaptação climática são criados por combinações de impérios neocoloniais, ecologias mutáveis, programas de manutenção inconsistentes e endividamento fiscal. Ao mesmo tempo, seus esforços indicam uma emergente política global de credibilidade, reforçada pelo desejo de formas de governança mais inclusivas, em vez de pelo poder bruto ou pela capitalização.
