The objective of this paper is to discuss the advancement of social rights in Brazil, highlighting the right to housing, whose effectiveness does not depend on real estate, but other strategies, among which we highlight the social rent. The experience in the state and city of Rio de Janeiro will be used as the reference of the use of this instrument. The legislation that protects the right to housing will be addressed, as well as its evolution in domestic and international law. There will also be analyzed, some cases arising from the Center for Land and Property Public Defender of Rio de Janeiro, especially after the rains of April 2010, where the social rental policy was widely used among the people who were left homeless.Downloads
