The objective of this article is to estimate the economic development potential of the municipalities of Rio de Janeiro by means of the creative economy. Using a theoretical framework to understand the factors that condition the strengthening of the creative sectors and recognizing the spatial inequalities in the state of Rio de Janeiro, we conducted a quantitative research that analyzed the evolution of creative occupations in the state in the period 2006-2021; identified the municipalities that are productively specialized in the creative sectors, by means of the application of the locational quotient; and applied the DPICE (Development Potential Index of Creative Economy) in all 92 municipalities to assess the municipal capacity for development through the creative economy. The results revealed a more unequal distribution of creative activities in the state of Rio de Janeiro than the average of other economic activities (70% of creative occupations are concentrated in the capital); an expansion in the number of these occupations in the period 2006-2015 with subsequent stagnation in the period 2016-2021; and, finally, the confirmation of IDPEC as an indicator that explains the conditioning factors for the strengthening of the creative economy, in all its complexity, in municipalities with more than 500 thousand inhabitants, but that in smaller municipalities, in terms of population, suggests that the path may be productive specialization in one or a few sectors of the creative economy.
