Abstract

In this article, we propose a discussion on the meaning of regional planning that prevailed during the 1960s and 1970s as well as the territorial policies that have recently emerged with the beginning of the 21st century, through a comparison between them and the identification of the territorial patterns and labor mobility relative to each. This is followed by the identification of regional planning as a resource for the mobilization of labor, forged by the achievement of a process of expropriation in a very broad sense, while contemporary territorial policies would reproduce confinement as the territorial pattern of the labor crisis.
