Abstract

Decent housing is a right provided for in the constitution, but the urbanization dynamics of Brazilian municipalities, characterized by limited access to the City, transformed this right into a commodity. This scenario contributes to the increase in inequality and social exclusion, experienced by part of the Brazilian population who live in vulnerability and poverty, added to the absence of public equipment and essential services, that is, the right to live with dignity, with quality of life, and access to urban infrastructure and public services available in formal cities. This can be observed when analyzing the increase in the number of individuals living in precarious situations and/or in irregular occupations, in increasingly unequal urban settings, coupled with the lack of promotion and guarantee of social rights. It is the State's duty to overcome economic and social inequalities, through affirmative, fair and equitable policies, understanding that the interests of capital should not override collective interests. Therefore, this article aims to analyze, historically, the social actions carried out by the City of Curitiba to promote the right to housing. So that urban policy is not interpreted only as the right to come and go, but as an instrument that allows access to other rights.
