CRIANDO UMA GUERRA À POBREZA NOS ESTADOS UNIDOS: DISCUSSÕES PRELIMINARES NO GOVERNO JOHN KENNEDY (1961-1963)

Este artigo tem como objetivo apresentar a discussão inicial no Partido Democrata para a criação de um programa de combate da pobreza. Protagonizada pelo Council of Economic Advisers do governo John Kennedy, o debate sobre a pobreza e como solucioná-la resgatava um debate ainda mais amplo que acontecia já no campo intelectual e entre movimentos sociais. Assim, destaca-se como diferentes entendimentos sobre o problema influenciaram o desenho administrativo sugerido para o programa. De cunho econômico ou cultural, a pobreza se tornou um dos problemas centrais a ser solucionados em uma sociedade que tentava se marcar enquanto afluente tanto internamente quanto externamente.
