O artigo propõe a reflexão o fenômeno da violação de direitos humanos no meio urbano, sob a ótica do crescimento acentuado dos aglomerados subnormais nas cidades brasileiras. Aponta as semelhanças da formação urbana e suas problemáticas nos países da latino americanos. Também, ocupa-se da proposição de cidades sustentáveis como alternativa à violação desses direitos. A análise teórica tem por base a proteção dos direitos humanos e a garantia constitucional da dignidade humana e sob o viés do direito à cidade e da ideia de uma justiça socioambiental. A pesquisa teórica foi realizada com base no método de abordagem hipotético-dedutivo com a coleta de dados indiretos. Conclui-se que a crescente injustiça socioambiental nos aglomerados subnormais impedem ou dificultam a efetivação dos direitos humanos em matéria social, cultural e econômica. Assinala, ainda, que as interconexões entre violação de direitos humanos e injustiça socioambiental devem ser trabalhadas por meio de programas e projetos que visam reduzir os efeitos negativos do modelo de desenvolvimento econômico desigual adotado pelos países Latino Americanos, como o Brasil, para a transformação das cidades em espaços sustentáveis e local de realização dos direitos humanos.

Abstract
The article proposes to the reflection the phenomenon of the violation of human rights in the urban environment, under the perspective of the accentuated growth of subnormal clusters in Brazilian cities. It points out the similarities of urban formation and its problems in Latin American countries. Also, it deals with the proposition of sustainable cities as an alternative to the violation of these rights. The theoretical analysis is based on the protection of human rights and the constitutional guarantee of human dignity and under the bias of the right to the city and the idea of a social and environmental justice. The theoretical research was carried out based on the hypothetical-deductive approach with the indirect data collection. It concludes that increasing social and environmental injustice in subnormal clusters hinders or hinders the realization of human rights in social, cultural and economic matters. It also points out that the interconnections between human rights violations and social and environmental injustices must be worked through programs and projects aimed at reducing the negative effects of the unequal economic development model adopted by Latin American countries, such as Brazil, for the transformation of cities in sustainable spaces and place of realization of human rights.
