Resumo
O Estado moderno permitiu a consolidação da ideia de democracia e de soberania. O paulatino processo de transformação da sociedade iluminista suscitou a organização de um núcleo teórico (ou metodológico) denominado pragmatismo. Esse referencial de pensamento questionou conceitos dogmáticos, manejando processos de verificação para delinear limites de cognição, representando fenômeno indissociável do modelo de racionalidade do Século XX e explicando diversos padrões de comportamento secularizados. A noção luhmaniana de autopoiese social contém em seu interior um marcado fenômeno de decisão pragmática que, embora não seja apta a indicar um futuro determinista, pode permitir antever de que forma seria possível a superação do modelo de Estado leviatã, com a preservação das noções de democracia e de soberania, bem como quais os elementos de tensão persistirão irritando o sistema social nesse processo.

Abstract
The modern state allowed the consolidation of democracy and sovereignty idea. The gradual process of transformation of the Enlightenment society raised the organization of a theoretical core (or methodological) named pragmatism. This framework of thought questioned dogmatic concepts, managing verification processes in order to delineate limits of cognition, representing inseparable phenomenon of the model of rationality from the twentieth century and explaining many secularized behavioral patterns. The Luhmann notion of social autopoiesis contain in its inside a marked phenomenon of pragmatic decision that, although it is not able to indicate a determinist future, can allow foresee in what way would be possible the overcoming the Leviathan state model, with the preservation of democracy and sovereignty notions, as well which tension elements will persist irritating the social system in this process.
