O papel da inserção nas cadeias globais de valor (CGVs) para a redução da pobreza na América Latina e Caribe | The role of insertion in global value chains (GVCs) for poverty reduction in Latin America and the Caribbean

O objetivo deste artigo é discutir os resultados de uma maior participação nas cadeias globais de valor (CGVs) para a redução dos índices de pobreza na América Latina e Caribe (ALC), especialmente tendo em vista o aumento da miséria no contexto pós-pandêmico. A hipótese testada no artigo é a de que quanto maior for a inserção da região da ALC nas cadeias globais de valor, menor será o nível de pobreza. Para testá-la, realiza-se uma análise de regressão linear múltipla com dados sobre a inserção da região em CGVs, oriundos da United Nations Conference on Trade and Development (UNCTAD), bem como com informações de pobreza extraídas do Banco Mundial, tendo por período de análise o intervalo entre 1991 e 2018. Como resultados, observa-se um decréscimo tímido na inserção da ALC em CGVs. Apesar disso, identifica-se uma correlação entre a participação em CGVs e a redução da pobreza, confirmando-se, com ressalvas, a hipótese proposta.

ABSTRACT
The purpose of this paper is to discuss the results of a higher participation in global value chains (GVCs) for the reduction of poverty rates in Latin America and the Caribbean (LAC), especially in view of the misery increase in the post-pandemic context. The hypothesis tested is the greater the region's insertion in global value chains, the lower the poverty levels. To test it, a multiple linear regression analysis is developed with data on the region's insertion in GVCs from the United Nations Conference on Trade and Development (UNCTAD), as well as aggregate poverty data extracted from the World Bank, for the period between 1991 and 2018. As the main results, we see a timid decrease in the region's insertion in GVCs. Despite that, we observe a correlation between participation in GVCs and the reduction of poverty. Such evidence makes it possible to confirm, although with reservations, the hypothesis proposed.
