A Resolução 1706 e a situação no Darfur / Resolution 1706 and the situation in Darfur

Resumo

Inicialmente vista como o princípio das soluções às graves violações dos Direitos Humanos e crimes de guerra cometidos durante o conflito que aflige a região do Darfur desde 2003, e, consequentemente, proposta como a reafirmação do compromisso da comunidade  internacional para com a paz e a proteção de civis vivendo em zonas de guerra, a aprovação da Resolução 1706, em agosto de 2006, foi também concebida como mais um passo adiante, naquilo que deve ser a busca inequívoca da paz, segurança e desenvolvimento; conceitos universalmente aceitos como pilares da fundação da ONU e objetivo declarado dos chefes de estado e de governo, reunidos na Assembleia Geral de setembro de 2005. No entanto, com o passar dos anos, a efetividade da resolução 1706 vem sendo constantemente desafiada pela falta de perspectivas de soluções duradouras para a resolução do conflito no Darfur.

ABSTRACT

Initially seen as the principle for resolving serious human rights violations and war crimes committed during the conflict afflicting the Darfur region since 2003, and consequently proposed as the reaffirmation of the international community’s commitment to peace and the protection of civilians living in war zones, the approval of Resolution 1706 in August 2006 was also conceived as another step forward in what should be the unswerving quest for peace, security and development, concepts universally accepted as pillars of the founding of the United Nations and the declared objective of heads of state and government present at the General Assembly in September 2005. However, since then, the effectiveness of Resolution 1706 has been repeatedly challenged by the lack of prospects for a lasting solution for the conflict in Darfur.
