The responsibility of graduate school healthcare and nursing to primary and secondary education

The integration of Graduate Programs (GPs) in basic education qualification effort in the country is a current question, posed by the Higher Education Personnel Improvement Coordination (CAPES) especially from the incorporation of high school and elementary school to the field action that agency, with the establishment of the Board of Basic Education. According to the National Plan for Graduate Studies (PNPG) 2005-2010 "a consequent graduate with the constitutional principle of equal opportunities presupposes the flow of a strong basic education, qualified, fair and democratic"1:24.

There is nowadays the need for a solid public policy to democratize the early childhood education and high school. This action requires three steps of access, retention and quality of education, which pose challenges to the knowledge brought forth by research activity in graduate school1.

The PNPG 2011-2020 has as one of its five-axis support for basic education and other levels and methods of teaching, especially in high school. In its chapter 8- Basic education: a new challenge for the SNPG - the document presents a series of recommendations, among which stands out the one that provides the stimulus to the participation of graduate courses from other areas of knowledge on issues related to improving the quality of Basic education2,3.

Although the areas of nursing and health do not have direct involvement in degrees, comes from longtime conducting research aimed at the analysis of the health-disease of children and adolescents, child and adolescent labor, sexual behavior and care practices in adolescence, prevention early pregnancy, school violence, substance abuse and drugs, among others. In addition to this contribution generated in GPs, highlight the professional work, especially the nursing field, aimed to promote school health, as recommended in the School Health Program and Health Program of the Ministry of Health of Adolescents. However, the broad set of actions seen in professional level not articulated systematically in terms of knowledge production in GPs.

The fact that health care is one of the cross-cutting themes in primary and secondary education enables GPs the area work in teacher training, among other actions. The production of teaching materials for use by teachers and pupils in basic education, based on the results of the surveys currently carried out, can also be the object of technical and technological production of program.

It is, however, question what are the opportunities and possibilities of the will – overcome the punctual and local contribution, regionally delimited, to assume a more active role in the face of the challenging targets set by the national program for education and, more specifically, by the National Program of postgraduate studies, in which basic education assumes prominent role, as stated. Six aspects can be promising for the performance of GPs to contribute procedural and coordinated way for the improvement of primary and secondary education. These actions require, for its achievement, induction of the different Coalitions of healthcare, including nursing, and CAPES:

. Networking courses that may contribute to the training of teachers with interdisciplinary excerpt of health care, involving different GPs of this field of knowledge.

 . Development of research participants involving teachers and high school students and essential in order to socialize the scientific knowledge already built in nursing and in health for the production of new knowledge about school health.

. Prioritization of scientific initiation offer to high school students through the Scholarship Institutional Program for Scientific Initiation for Secondary Education (PIBIC-MS) of the National Council for Scientific and Technological Development (CNPq), enabling greater proximity of children and adolescents to research laboratories, graduate school students and researchers.

. Acting through the development stages of graduate student, the initiatives of the Interministerial Health Program at School, developed jointly by the Ministry of Education and the Ministry of Health.

. Creation of specialized journals or editing special issues of healthcare journals intended for socialization of knowledge produced for medium and fundamental teachings.

. The new policy regarding the dissemination of nurseries across the country opens a space particularly important for the performance of various professionals who require in-depth knowledge of health, of the childhood care and child development processes that can be supported, to a large extent, by nursing and health.

The lines of research currently undertaken in GPs Health have important potential application of when context of primary and secondary education, especially those aimed at the promotion of health, the health of children and adolescents, the management of educational processes in health, methodological development of health research, in addition to those already dealing with school health as the object of interest and concern. 

For the areas of health and nursing this is still an emerging discussion and little depth in the graduate field, especially considering the small number of lines and research projects focusing on this issue. This situation points to the need for greater questioning of the question on the collective level, to produce proposals that reflect the mobilization area for priority facing the problem.
