Abstract

The representative democracy in Brazil is on depression, being evidenced a rupture in the bond that unites the governors and governed. Amid the scenario of lack of representation, the population responds with distancing from politics, popular uprisings, and deep dissatisfaction with the holders of the command posts. ln view of this, it is questioned whether the representative form of partisan monopoly established by the country's legal arder and its resourcefulness in practice really is beneficial to the democratic regime. It is understood by the negative of the question, together with the violation of the rights of the individual, alibamento of citizenship and the propagation of antidemocratic ideais that the partisan exclusivity provokes, that this article proposes to expose the candidature as an alternative to mitigate the deficiencies of representation, to the time that demonstrates how this institute will reflect in the concretization and effectiveness of rights and citizenship, in a way that better resembles an ideal democratic regime.
